Contracting Approach

Chimney Hollow Reservoir will be built using a traditional design-bid-build approach, issued as a single bid package for all construction. We plan to prequalify general contractors and select a contractor using a best-value, scored selection process.

Stantec is providing final design services for the project. Black and Veatch has been selected to provide third party construction management services (not as constructor) on behalf of the Subdistrict.

Prequalification - hydraulic asphalt concrete (HAC) contractors

The Windy Gap Firming Project Water Activity Enterprise has prequalified three HAC specialty contractors for the HAC portion of the Chimney Hollow Reservoir Dam. During bidding, general contractors shall subcontract with one of these prequalified HAC contractors.  The Public Announcement of the HAC Prequalification, including a list of the prequalified specialty contractors, is now available.

In late 2018, Viedeke Industria AS informed the Windy Gap Firming Project Water Activity Enterprise that their company has made a corporate decision not to conduct business in the United States and therefore will not be participating in the Chimney Hollow Project.

Prequalification - general construction contractors

Prequalification for the general contractors will be used to identify organizations with the financial standing and proven track record to safety construct Chimney Hollow Reservoir and Dam. Prequalification will be advertised using the Rocky Mountain E-Purchasing Systema centralized web-based system that provides a single point of contact for project information.  Please refer to the Schedule portion of our website for more information regarding anticipated advertisement dates for the general construction contract prequalification.

Design Status

Final Design documents were submitted to the Colorado State Engineer’s Office, Division of Dam Safety in January 2019.  We expect final approval of the design in March 2019.

Industry Days

The Subdistrict hosted the first industry day Sept. 19, 2017.  Documents distributed on that day are available for download on the Rocky Mountain e-Purchasing System, solicitation number CH-001.
