Dick Wolfe has more than 40 years of experience working in the water community. His professional engineering career has included service as a consulting engineer with Spronk Water Engineers and LRE Water, as well as 24 years with the Colorado Division of Water Resources, where he served for 10 years as the State Engineer and Director of the agency. He currently consults under Wolfe Water Consulting.

In addition to his professional career, Wolfe has more than 50 years of public service in education, municipal government, and numerous personal and professional organizations. He has authored dozens of publications and has received many honors throughout his career. He considers his greatest honor to be the time he spends with his family, including his seven grandchildren.

Wolfe’s appointment to the Northern Water Board of Directors required an increase in the board’s membership from 12 to 13 directors. When Northern Water was first created, it was governed by an 11-member board representing Boulder, Larimer, Logan, Morgan, Sedgwick, Washington and Weld counties. The City of Boulder later increased the number of Boulder County directors to three. In 1998, voters approved a constitutional amendment allowing the City of Broomfield—previously spanning portions of Boulder, Weld, Adams and Jefferson counties—to become a consolidated city and county, which officially formed in 2001. The addition of a board representative for the portion of the City and County of Broomfield within Northern Water’s boundaries provides added representation on Northern Water’s Board of Directors.

Wolfe also was appointed to the Municipal Subdistrict Board of Directors, where he currently serves as vice president. The Municipal Subdistrict oversees the Windy Gap Project and the Windy Gap Firming Project, which includes Chimney Hollow Reservoir. The City and County of Broomfield is the largest participant in the project.
