Sander Blackburn has a master's in business administration from the University of Colorado Denver and a bachelor's in business administration in finance with a minor in Accounting from Western Colorado University. He joined Northern Water in 2022 after a nearly 23-year career in the electric utility industry, where he specialized in member relations, wholesale electric rate design and corporate finance.
Blackburn is a collaborative leader with extensive experience in strategic planning, budgeting, risk management, financial analysis, debt management, communications and team development. As Director of Finance and Administration, he oversees Northern Water's administrative services, communications, contracts, cybersecurity, financial services, information technology, insurance, procurement, records management and water scheduling functions. His work supports the organization's mission to develop, collect, protect and deliver reliable water supplies for Northern Colorado.
In addition to his responsibilities at Northern Water, Blackburn serves as Treasurer of the Berthoud Area Chamber of Commerce, Secretary/Comptroller of the Colorado Special District Property and Liability Pool, and a Board Member of the Colorado Statewide Investment Pool.
About the Finance and Administration Division
The Finance and Administration Division provides administrative, financial and communications support to Northern Water and its divisions. Responsibilities include: managing water contracts and inclusions; administering general liability and other insurance; managing budgets, accounting, purchasing and the organization’s other financial responsibilities; administering, operating and maintaining Northern Water’s information technology (IT) infrastructure and application support; maintaining the organization’s geographic information system (GIS) data and applications; providing cybersecurity and secure IT protection; controlling and managing all official records; providing administrative services; managing and overseeing all internal and external communications; coordinating all organizational events and meetings; and managing all water scheduling activities.
