New Process to Begin for Allotment Contract Transfers

Northern Water is implementing a new Contracts Review Team to enhance transparency, consistency and efficiency in the review of Allotment Contract Transfers.

Beginning April 1, 2026, all Allotment Contract Transfer requests will follow the updated review process established by the Contracts Review Team. This team was recently approved by the Northern Water Board of Directors and will serve as the centralized group responsible for coordinating, evaluating and routing transfer‑related contract requests.

What This Means for Applicants
  • All Allotment Contract Transfer requests must now be submitted to the Contracts Department for initial intake and completeness review.
  • The Contracts Review Team will evaluate submissions, verify required documentation and route them to the appropriate internal reviewers.
  • This update is designed to streamline timelines, improve communication and ensure consistent application of Northern Water policies.

Contract Drafting and Board Dates

The Contracts Department will not draft, prepare or issue any contracts until the Contracts Review Team has completed a full review of the transfer request and all required documentation has been received. This requirement applies regardless of any provisions, deadlines, or Board meeting dates referenced in a Purchase and Sale Agreement or other documents submitted to Northern Water.

Northern Water will not be bound by contractually stated Board meeting dates or timelines negotiated between private parties. Placement on a Board agenda will be determined solely by Northern Water based on internal review processes, completeness of the submission and staff availability.
