Two Newly Named to Northern Water Board of Directors

Two Boulder County residents have been newly named to the Northern Water Board of Directors

Christine Hawley and Steve Buckbee were appointed by district court judges in the counties served by Northern Water to represent Boulder County. Hawley was appointed to fill a four-year term and Buckbee was appointed to complete the final year of retiring board member Sue Ellen Harrison.

Hawley joins the board as a principal engineer and co-owner at Hydros Consulting Inc., a company based in Boulder. She graduated from Michigan Technological University with a bachelor’s degree in environmental engineering and from the University of Colorado in Boulder with a master’s degree in environmental engineering. She has 30 years of consulting experience in Colorado, specializing in surface water quality and numerical modeling. She was appointed to fill the four-year seat vacated by Todd Williams.

Buckbee joins the board after a long and successful career as an engineer with the city of Boulder and then Left Hand Water District. A graduate of Tufts University, Steve joined the city of Boulder in 2000 and departed in 2018 as the city’s Treated Water Engineering Project Manager. He joined Left Hand Water District in 2018 as its district engineer before becoming its engineering manager in 2023. Steve retired in 2025 and lives in Gunbarrel.  

Current board members John Rusch (Morgan and Washington counties), Bill Emslie (Larimer County) and Dick Wolfe (Broomfield County) were reappointed to four-year terms.
